I plugged my phone into my computer so it was charging, then I went in to update and got this error. I had 62gb out of 65gb used and I deleted some apps to have it down to 41gb. Now the update installed perfectly!!!!! Sometimes I have to try multiple times over several days before the install works correctly.

In case anyone is here for the iOS 14 beta, I was having problems installing it at first as well. I disconnected from the wifi and freed up a little more space and it installed just fine after that.
Posted by sleepykitten. Try disconnecting your VPN if any before updating. I got this error. Restart does not help. Re-download does not help.
